Job Duties
SEVTCs mission is to provide quality, person-centered services for individuals with intellectual and developmental disabilities and their families in partnership with a community-based system of supports.
This position functions as the On-Site Director of Human Resources and Staff Training. Provides leadership in all functional areas of the Human Resource & Training Departments. The Director of Human Resources is a key member of the company's Leadership Team with responsibility for driving key Human Resources & Training best practices and initiatives to provide strategic direction and expertise for the full scope of the HR/Training function. Ensures all activities are in accordance with SEVTC, DBHDS, Commonwealth of Virginia, and Federal rules, policies, and regulations. Ensures that employees receive appropriate training as required. Participates on committees and other assignments as deemed necessary by Facility Director. Serves as a member of the facility leadership team.
This position is considered essential personnel and would be required to work in the event of an emergency or facility need. All SEVTC positions are required to work different shifts and/or overtime as requested.
Minimum Qualifications
• Ability to identify and translate key priorities and strategies into a deliverable framework for the HR/Training team to execute.
• Ability to focus on identification, selection, and retention of employees to ensure a dynamic pipeline of talent that will reduce turnover and provide stability in staffing.
• Ability to provide leadership, direction and expertise for the full scope of HR and Training Functions.
• Considerable knowledge of HR Management theories, laws, regulations, policies, principles and practices, preferably in VA State government.
• Hands on skills in administering FMLA, FLSA, ADA, EEO, Grievances, and Employee Discipline.
• Ability to provide HR/Training consulting services for assessment, strategy development, and implementation of organizational initiatives.
• Skilled in consulting with operations management to properly apply organizational policies, programs, and procedures to ensure compliance with all federal, state, and local laws.
• Ability to review employee discipline and grievance processes for consistency, following policies, and for fairness.
• Skilled and proficient in automated word processing, spreadsheet, and presentation software required. Microsoft Office Suite preferred. Skilled and proficient in e-mail and internet applications.
• Ability analyze date, organize information and provide reports to the facility leadership team.
• Ability to communicate effectively both orally and in writing.
• Ability to be a strategic thinker, goal-oriented and customer focused.
• Hands on skill and considerable knowledge in classification and compensation analysis.
• Ability to develop, analyze, and interpret relevant policies.
• Ability to work independently and make decisions involving sensitive issues.
• Excellent organizational skills.
• Ability to develop and implement succession plans.
Additional Considerations
• Prior experience with Cardinal, PeopleSoft HRIS, Kronos Time and Attendance Systems, Recruitment Management Systems, or other HRIS systems.
• Previous HR experience at the State level.
• SPHR or SHRM certification
• Considerable experience in classification and compensation.
• Experience developing programs, activities and solutions in support of Diversity, Opportunity and Inclusion (DOI).
• Prior experience providing and tracking turnover and retention statistics and developing creative strategic plans to address areas of growth and identified opportunity.
